This position serves as an electrical engineer with specialty involving planning, designing, constructing, operating, maintaining, and developing of electrical equipment and systems used to power aircraft hangers and administrative buildings.
Duties & Responsibilities:
Develops, manages, prioritizes, and executes Electrical System Discrepancy/Deficiency Correction Plan, which involves discrepancy/deficiency identification, resolution, and correction. Performs independent studies and assessments to evaluate the effectiveness and efficiency of operations and maintenance, and recommends improvements to management.
Responsible for design and configuration of electrical distribution systems. Provides interpretation of national codes and standards. Reviews and approves facility project documents pertaining to all electrical systems. Determines final acceptance or rejection of electric system installations and modifications to assure adequate safety of personnel, facilities, equipment, aircraft, and space vehicles. Evaluates and approves all electricity system requirements for operational procedures, preventive maintenance tasks, inspection plans, repairs, corrections, tests, and priorities. Performs site walk-downs and witnesses acceptance tests of electrical distribution, substations, switch yards, generators, and uninterruptible power supply systems to ensure contract and code compliance, with emphasis on safety in aircraft hangars and reliability for data centers. Provides consultations with technicians, engineers, safety professionals, facility managers, security officers, and management. Participates in preliminary and critical design reviews. Reviews processes and procedures and provides guidance for problem resolution. Seeks technical expertise and coordination with other Agencies and professional organizations. Reviews and comments on Agency Electrical Safety Program.
Performs duties as a Facility Project Manager and accomplishes varied and complex project management duties in conjunction with leading project teams and making decisions for assigned facility projects. Ensures projects progress successfully through all major phases: planning, design, construction, activation, and finally to operations and maintenance. Manages repair projects, modification projects, and Construction of Facilities projects to ensure improvements are effective and result in reliable operational condition for facility improvements. Manages significant facility projects, and/or elements of facility projects that encompass or involve electrical systems. Assigned projects may include other engineering disciplines and varying levels of complexity. Performs periodic review and analysis to assess achievement of project milestones and major goals. Provides progress and status reports to management. Provides safety and electrical technology analysis for special projects, future projects, and advance planning of new systems.
Maintains liaison with stakeholders, managers, engineers and inspectors, who are expert in related fields, in order to coordinate multi-system installations and keep projects correctly scoped, on schedule, within budget, and executed safely. Serves on master planning team as electrical distribution subject matter expert.
Complies with Federal Acquisition Regulation (FAR) and NASA FAR Supplement and will not make contractual agreements, commitments, or modifications that involve prices, quantities, quality, or delivery schedules without Contracting Officers authority. Provides insight and metrics for evaluation of the Facility Operations and Maintenance Services Contractor. Accepts, modifies, or rejects preventive maintenance tasks plans, predictive testing and inspection plans, completed preventive maintenance task reports, testing and inspection results, and other related contract deliverables for electrical systems. Accepts, modifies, or rejects completed Architect-Engineering (A-E) Firm deliverables and evaluates overall performance. Assesses technical design submissions for compliance with criteria, national codes, and standards. Ensures A-E Contracting Officer Representative (COR) is informed of acceptable and unacceptable outcomes, followed by recommendations for resolution. Accepts, modifies, or rejects completed installations on construction projects and contracts. Reports progress and/or problems. Where deficiencies are noted, directs necessary changes, resolves controversial problems, assures conformance to plans and specifications, and furnishes other assistance as required. Ensures construction COR is informed of acceptable and unacceptable outcomes, followed by recommendations for resolution.

General Qualifications: Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.
Examples of specialized experience at the GS-12 level should include managing research and development facilities in the following: electrical system inspection plans for high voltage and low voltage, managing all corrective actions for electrical systems, evaluates problem alternatives and risks associated and provides technical oversight, performs independent studies and assessments to evaluate the effectiveness of operations in order to make appropriate changes to electrical distribution systems, and make recommendations for improvements to management on technical equipment. Also, monitoring contractor work on electrical systems for high and low voltage, and managing electrical system repairs to minimize operational downtime.

Basic Education Requirement: A bachelor's degree from an ABET accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
Degrees in engineering technology are not considered to be qualifying for this position.
