PURPOSE OF CLASSIFICATION

This position manages and directs the Traffic Operations Division of the Transportation Department. Relentlessly tackles capacity and safety problems. Applies technology, science and human factors to the planning, design, operations and management of the road network, terminals and abutting lands to provide for the safe, efficient and convenient movement of people, goods and services. Responsibilities include directing staff, analyzing geometric design, traffic accident analysis, roadway lighting, traffic signage, pavement markings, traffic signalization and timing, computer modeling, traffic safety establishing detour routes, responding to emergencies, and other traffic engineering functions.  

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages the Traffic Operations Division of the Transportation Department. The City Traffic Engineer manages a traffic operations process that includes daily maintenance and operations, data collection, analysis, project development, reporting, construction and back to operations and maintenance. To further elaborate, it includes:

1. Maintenance and Operations - Directs the sign shop and signs & markings crews, as well as the signal shop and signal crews. Responds to emergencies 24/7 to keep our mobility network functioning.
2. Data Collection – Directs traffic counts, speed studies and travel time & delay studies
3. Analysis – Directs capacity analysis to identify bottlenecks at congested intersections and corridors; accident analysis to identify high accident locations; warrant analysis for traffic control devices.
4. Develops projects to reduce congestion and accidents. Implements countermeasures to reduce accidents.
5. Coordinates with the Engineering Design Manager to design and oversee the construction of projects to increase capacity and safety and provide for increased multi-modal use as well as connectivity. Provides traffic engineering input on roadway design projects.
6. Operates and maintains the roadway network to ensure that traffic flows as smoothly and efficiently as possible, seeking to minimize delay and to optimize safety.

Oversees and directs the development, operations and maintenance of the City’s Advanced Traffic Management System (ATMS) to include arterial management, incident management, traveler information, a Traffic Control Center and a communications system. Implements ATMS strategies with Georgia DOT’s Navigator System. Build an arterial traffic management program involving traffic operations, police, fire/rescue, maintenance, and ambulance and wrecker service.

Spends time in the field investigating complaints, identifying capacity and safety problems.

Analyzes intersection volume reports and studies for traffic signal and multi-way stop warrants evaluations and traffic control devices recommendations.

Develops, sketches and determines traffic control plans and device requirements and examines their effectiveness through before and after studies. Implements new signal timing and phasing to improve traffic flow. Directs development of traffic simulation models.

Reviews purchases of traffic control material and supplies and performs other duties as necessary to manage budgetary appropriations.

Signs permits, reports, correspondence and all documents as City Traffic Engineer.

Provides project briefings and/or responds to requests for traffic control presentations, information or complaints from citizen groups, Mayor and/or Council and others as necessary.

Remains current on project status and performs duties necessary to meet Department and City goals and objectives.

Manages the analysis and publish ranking annually of high accident location intersections and midblock locations based on traffic volume, accidents and length of the roadway segment. Performs before and after studies to determine the effectiveness of countermeasures.

Coordinates property acquisition requirements, assists in the preparation and administration of contracts, identifies and develops project specifications and performs other duties as necessary for traffic-related and other projects as requested.

Confers with attorneys, property owners, builders, developers and other groups to resolve conflicts or to provide information regarding zoning laws and other issues as necessary.

Acts as a standing member of the Development Plan Review Team (DPRT). Takes the lead in reviewing traffic impact studies, coordinating rezoning requirements with Community Development Department and developers, and presenting the Transportation Department’s requirements to the Planning Commission and City Council.

Attends meetings, develops plans and programs, remains current on all developments and performs other duties as necessary to ensure efficient and effective provision of traffic engineering services by the City.

Meets with neighborhood associations to discuss traffic calming initiatives. Coordinates the design, installation and maintenance of traffic calming measures, that may include items such as speed humps, splitter islands, chicanes and roundabouts or other appropriate measures.

Reviews plans, specifications and project developments to ensure compliance with applicable regulations.

Gathers public input and prepares information on transportation issues, and responds to complaints and requests from residents.

Regulates the number and spacing of driveways, median openings and signals on behalf of the City and develops regulations for Council approval. Coordinates driveway and special event permits on state routes with Georgia DOT. Develops service roads along arterials. Performs traffic operations corridor studies to address needs and access management and coordinates these studies with the Transportation Planning Division. Develops detour routes.

Manages the APWA accreditation process for Traffic Operations Division and ensure compliance to all policies and procedures.

Develops annual transportation goals and sets and/or revises performance standards to measure success. Prepares information on transportation issues, responds to complaints and requests from residents, and seeks funding from regional, state, and federal sources.

Supervises, directs and evaluates staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance evaluations. Fosters a working environment in which teamwork and excellence is promoted, expected and is routinely provided.

Work closely with the Construction and Street Maintenance Managers, as well as other staff agencies assigned to the 1810 Hembree Facility. Coordinate space and resource requirements. Identify facility needs, budget and implement as required.

Develops and implements long and short term plans, goals, and objectives for the division; evaluates efficiency and effectiveness of division operations, methods and use of resources; implements improvements as needed.

Develops and administers budget for assigned division and cost center; monitors expenditures to ensure compliance with approved budget; determines capital equipment needs for division; reviews and approves budget items for purchase.

Manages contract procurement process for assigned division; prepares requests for proposal packages; selects or helps select on call consultants, supervises work of contracted engineering firms and/or in-house engineering consultant.

Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations and standards; conducts research and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads professional literature to stay up to date with best practices; maintains professional affiliations; participates in continuing education activities; attends meetings, conferences, workshops and training sessions as appropriate.

Is actively engaged in traffic-related professional societies such as the Institute of Transportation Engineers (ITE) and Intelligent Transportation Society (ITS) America. Actively participates on committees and in leadership positions. Writes research papers and presents at conferences.

Participates on review committees, policy committees, safety committees, or other committees; represents the department at public meetings and community events. Attends conferences, retreats and planning events.

Communicates with supervisors, City Administrator, Mayor and City Council, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance.

Prepares or completes various forms, reports, correspondence, time cards, supply lists, or other documents.

Receives and reviews various forms, reports, correspondence, equipment operating manuals, procedures, handbooks, reference materials, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a personal computer and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Follows safety procedures, reports unsafe activities and conditions, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.

Monitors inventory levels of supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement items.

Manages and tracks transportation assets.

MINIMUM QUALIFICATIONS

Bachelor’s degree in civil engineering or closely related field required. Masters degree in Civil Engineering preferred, specializing in transportation. Professional Engineer license required; eight (8) to ten (10) years of experience in traffic engineering or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Previous management or supervisory experience required. Professional Traffic Operation Engineer (PTOE) certification is preferred.

Working knowledge of the MUTCD, signal timing, capacity analysis, and high accident location analysis and signal design required. Must be able to operate capacity analysis and signal timing software.

Familiar with HCS+, Synchro, SimTraffic, CORSIM, VISSIM, PASSER-II, TRANSYT-7F, AutoCAD, MicroStation, InRoads, Actra, TACTICS, adaptive control systems, etc.
