The person in this position will support the delivery of operational and capital projects on and off of the Caltrans State Highway System. The work involved will be technical in nature in the areas of environmental review, design, right of way and construction, but will also require a contract administration effort including consultant procurements and contracts, cooperative agreements with Caltrans, and coordination and collaboration with Caltrans, Congestion Management Agencies (CMAs), transit agencies, private consulting firms, business and organizations, and other sections within MTC. MTC's Design and Project Delivery Section is tasked with design alternative assessments, operational and capital project delivery, and mobility/demand management for the following programs:
Metropolitan Transportation Commission (MTC) operational improvement projects which actively manage highway, arterial, and transit elements along the corridor with a focus on person throughput, congestion management and safety;
Bay Area Toll Authority (BATA) toll bridge rehabilitation projects; and
Bay Area Infrastructure Financing Authority (BAIFA) Express Lanes projects - This is the region's plan to create a network of high-occupancy toll lanes which will allow solo motorists to bypass congestion for a fee while carpools and buses use the lanes at a discounted fee or free of charge.
Specific assignments and responsibilities include but are not limited to the following:
Lead and assist in delivering capital improvement projects through the environmental review, design, right of way and construction phases via the Caltrans project delivery process. This includes the preparation of Caltrans-required project delivery documents, the Project Initiation Document (PID), Project Approval/Environmental Document (PA&ED) and Plans, Specifications and Estimates (PS&E).
Oversee and provide technical direction to consultants for project delivery. Provide appropriate level of direction and review of delivered products. Ensure compliance with project schedules and budgets.
Provide oversight of design and construction management contracts for highway and related construction projects to monitor progress, troubleshoot issues during project delivery, and ensure completion within scope, cost, schedule, and budgeted resources.
Manage projects, contracts, and related budgets in planning, design, construction, operation, and/or maintenance phases of highway and related projects.
Assist in the completion of contract procurements for engineering, construction management, and operations and maintenance contracts.
Assist in risk management assessments/project controls.
Participate in Local Partner Project Development Team Meetings in an oversight capacity.
Perform other duties as assigned, which could include transportation and engineering assignments as needed in the Section.
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: Completion of a bachelor's degree from an accredited college or university, in an appropriate field related to the area of assignment, such as civil engineering, transportation planning, transportation engineering, project management, public finance or public administration.
A Master's degree is preferred. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment.

Additional Salary Information: CalPERS Medical and Retirement, Vision, Dental, 12 vacation +1 year for each year of service, up to an additional 13 days. 1 sick day per month, 11 holidays.
