A senior level Construction Manager with supervisory experience to provide best practice design, project management and team leadership for City transportation, stormwater and sanitary sewer utility projects. This position will have a strong emphasis on construction management and manage projects that impact the City's asset portfolio in all assigned areas. Must have the ability to multi task and manage high profile construction projects through completion while managing the budget and schedule for multiple projects simultaneously. Position reports to the Assistant Engineering Services Director. Essential Job Responsibilities -
Utilizes advanced engineering principles and techniques and follows established guidelines, policies, and procedures in performing responsibilities in assigned area such as: - construction management
- management of capital projects
- asset and life cycle management

Review, approve, or recommend approval, Request for Proposals and critical project documents -
Oversees engineering work programs and provides team leadership for assigned work teams -
Evaluate project status and set project team milestones for completion of project tasks -
Evaluates and monitors project budgets and expenditures -
Coordinate completion of project tasks with project team members -
Report and communicate project status to project customers and stakeholders -
Route project deliverables for staff comment and review. -
Develops and conducts internal training sessions and programs. -
Supervising staff assigned to work team(s) when appropriate: -
Responsibility for managing human resources (collaborating on hiring, orientation, training, assignment scheduling, coaching, counseling, performance management and improvement, etc.) Mentors and develops employees and enforcing policies and procedures. -
Develops and communicates job expectations and provides positive, constructive feedback. -
Plans, monitors, appraises and reviews job contributions. -
Serves as Project Manager and/or City Representative to provide complete construction and/or procurement work products -
Prepares and assists with City Commission and advisory committee reports and presentations -
Perform related work as required. Other specific duties / Construction Management -
Manage various project delivery methods ranging from design-bid-build, construction management at risk (CMAR), to design build (DB); -
Maintain contact with contractors and other related professionals engaged with the City to ensure completion of projects within time frame and budget allowed; -
Conduct periodic site visits on intervals determined by the scope and complexity of the project. Such visits to include compliance with construction documents, protection of City assets, and general overview of the status and condition of the project; -
Ensure project files contain all correspondence related to a project from the estimates and bidding documents through design and construction phases, including plans, specifications, and Construction Change Request files, invoices and backup documentation, and closeout materials; -
Review and process pay requests, Requests For Information (RFI), change orders and shop drawings. |
