A home rule community, Winnetka is located in Cook County, Illinois, approximately 16 miles north of Chicago on the shore of Lake Michigan. Winnetka is a full-service municipality with traditional services and has water, sanitary sewer, storm sewer, refuse, and electric utilities. Until recently, the Village had combined engineering and operational divisions under the span of control of a single Public Works Director’s position. Prompted by a significant storm water management – flood mitigation construction project, a newly created Engineering department will centralize the multi-year design and construction efforts for the stormwater project separate from the operational divisions. The redefined Public Works Director position will lead the operational functions including street and bridge maintenance, sanitary sewer, refuse and yard waste, stormwater and drainage maintenance, public property, and internal fleet services. The Public Works department budget is $3.5 million with oversight of 29 full time and 2 seasonal employees. The Director of Public Works is appointed by and reports to the Village Manager.
The Director is responsible for all aspects of Public Works operations and supervises the Superintendent of Operations, a Management Analyst, and other divisional supervisors. The department leadership team includes a Street Supervisor, a Sewer Supervisor, a Refuse Supervisor and a Fleet Services Supervisor. The community operates its own refuse collection (back door collection). The Water Utility and the Electric Utility are separate departments within the organization.
The new Director will have a collaborative, team-oriented leadership style with knowledge of and experience in up-to-date public works best practices.
As a key organizational leader, the director will incorporate new technology and fresh approaches to service delivery in a deliberative manner, navigating complex issues and leveraging opportunities, while maintaining a high level of customer service.
As the department adapts to the new structure, the Director will support the employees through the organizational change demonstrating a genuine desire to serve the community and forging strong working relationships with the Department of Engineering/Village Engineer and others within the Water and Electric Utility divisions to support effective delivery of operations.
Proven polished communication, interpersonal skills and demonstrated cultural competency are key success factors.
Candidates must have a bachelor’s degree in civil or environmental engineering, public or business administration or closely related field and a master’s degree in civil or environmental engineering, public or business administration or closely related field along with 10 years of progressively responsible management of a public works department including at least five years of supervisory experience and five years design, maintenance or construction of various public works improvements.
