Van Note-Harvey Associates, Inc. currently has an opening in its Cape May Court House office for a full-time Senior-Level Site/Civil Engineering Project Manager with a concentration in the municipal and public sectors. The Engineer is expected to oversee various civil and environmental engineering projects and provide general engineering and land planning consulting services in support of municipal capital improvement programs and the administration of state and federally funded infrastructure projects. Projects may include facility/infrastructure design and construction, water supply, wastewater treatment facilities, stormwater management systems, beach protection/coastal resiliency projects, parking studies, roadway construction, signage, septic systems, recreation facilities, pedestrian/bicycle pathways, soil and groundwater remediation, ADA compliance, specification writing, permitting/grant applications, cost estimates, public bidding, and construction contract administration. Van Note-Harvey does not provide MEP or Structural Engineering. Application must include a resume. Relocation assistance will not be provided. The responsibilities of this position include, but are not limited to: - Complete project management for site/civil engineering design of land development, infrastructure, and waterfront projects in southern New Jersey in accordance with governmental, environmental, safety, and company standards including billing and design team oversight.
- Coordination and preparation of various State and Federal applications for construction permits and/or grant funding including but not limited to FEMA, NJDOT, NJDCA, NJDEP, NJ Pinelands Commission, USDA Rural Development, FAA, NJEIT, NJEDA, USEDA, and State and Federal transportation grants.
- Provide professional planning assistance on varied land use projects relating to natural/waste water resources planning, community development, transportation plans, hazard mitigation, coastal zone mitigation and others.
- Review complex planning studies, development applications, comprehensive plan amendments, rezonings, annexations, site plans, etc. to verify that projects comply with municipal ordinances.
- Serve as the client manager for municipal clients. Foster and expand relationships with new and existing clients.
- Attend project, public, and internal meetings and hearings, present project status reports, and participate in planning and zoning board meetings on behalf of the client as required.
- Coordinate with design team for production of documents. Review and approve technical documents.
- Develop and monitor project scopes, schedules, and budgets to meet client objectives; administer bidding processes and make recommendations as appropriate.
- Interact/communicate positively with the public, elected officials, clients, contractors, and team members in a timely and professional manner.
- Direct and supervise the activities of design engineers, construction observers, and other staff.
- Proposal preparation including project approach, scope of services, and fees.
Knowledge, Abilities and Skills - Comprehensive knowledge of engineering principles, practices, methods, and techniques required for planning, managing, designing, and constructing complex public and private sector projects.
- Extensive knowledge of civil site development best practices including layout, grading, stormwater management, utilities, roadway design and signage standards, erosion control, regulatory approvals, construction process, etc.
- Knowledge of Atlantic coastal communities, municipal public access plans (MPAP), beach maintenance, stormwater outfalls, bulkheads, living shorelines, dredging, etc.
- Well-developed knowledge of land use planning including principals, practices, and techniques, and local, county, and state land use regulations.
- Fundamental understanding of the NJ Municipal Land Use Laws and Residential Site Improvements Standards (RSIS).
- Ability to manage projects effectively, multitask, and prioritize workflow to satisfy multiple project schedules and budgets
- Exceptional client and contractor relationship management skills.
- Ability to provide effective staff management and leadership.
- Proficiency in Microsoft Office software, particularly Outlook, Word, Excel, and Power Point.
- Strong written and verbal communication skills; public speaking and presenting.
