Glendale’s next Power Engineering Manager (PEM) will bring extensive engineering judgement to decisions and projects, ensuring reliability and safety, while innovating to preserve low cost electrical service in support of growth. This is especially challenging as California transitions to more renewable energy sources and a robust Electric Vehicle infrastructure. This is a role for a strong engineer with technical skills and an innovative approach to controls, maintenance, contracts & project management.
Under the general direction of the Assistant General Manager of Power Management, the PEM will assume responsibility for management and oversight of various projects and controls across GWP, including the direct supervision, management and development of a Sr. Mechanical Engineer, a Senior Electrical Engineer, and an hourly employee in key areas focused on planning, design, construction, operation, maintenance, controls and support of:
Mechanical Engineering;
Chemical / Materials Engineering; and,
Electrical & Instrumentation Engineering.
The PEM demonstrates the highest professional ethics in working with other engineers, managers and professionals on various projects to ensure the maintenance, operations, design, and upgrade of power and water assets across the City of Glendale, CA. This is a working Engineering Manager role for a creative professional who works well with teams and enjoys making things happen.
The PEM will ensure safety, security, compliance, resilience and reliability of equipment while integrating renewable energy sources, DER’s, battery storage with system upgrades and controls across the utility and city on a rich agenda of growth. The PEM is a key player in ensuring equipment performance.
THE POWER ENGINEERING MANAGER (PEM) WILL:
Prepare and supervise designs, specifications, plans, estimates, studies, and reports involved in the compliance, design, construction, maintenance and safe operation of steam and gas turbines, methane fueled electric generating plants, internal combustion engine generators, water pumps and motors.
Analyze costs and make cost studies in the construction and operation of existing and proposed power plants or water pumping facilities.
Supervise and/or participate in engineering and feasibility investigations, including administration of consulting and construction contracts.
Analyze bids and prepare contract documents.
Directly supervise, plan, and delegate work to staff members.
Review and evaluate job performance and recommend personnel actions.
Prepare the budget for capital improvement projects/programs.
Represent the section in inter-agency meetings and negotiations.
Design power plant or water pumping station equipment features.
Supervise and inspect work performed under contact to ensure compliance with specifications.
Prepare formal reports to City Council and the GWP Commission.
Manage the work of the planning and design engineering staff. Coordinate the work of engineering and operational staff.
Manage the planning and mechanical/structural design of electrical generation equipment and power plant facilities or water pumping facilities or equipment.
Understand control systems design and control software, such as SCADA, Distributed Control Systems, and other related controls systems and software.
Plan and organize the safe operation, maintenance, engineering, design input, and construction of electrical control systems.
Bachelor’s degree in engineering, or in a related field. Master’s degree in Electrical Engineering, Business, or Public Administration is desirable. Registration as Professional Mechanical or Electrical Engineer with the California State Board of Professional Engineers, Land Surveyors and Geologists. PE Required. Experience: Eight (8) years of recent progressively responsible professional experience in mechanical or electrical engineering in the electric, power plant or water utility industry, of which four (4) years must be in a supervisory capacity.
