The successful candidate will have an extensive understanding of transportation planning, engineering, and the transportation project development process. This position will actively manage the Project Development Program within the Transportation and Public Works Department and lead the development of projects in the Austin Strategic Mobility Plan and Street Impact Fee Program.
The following knowledge, skills, and abilities are ideal:
Knowledge of the state-of-the-practice including NACTO’s Transit Street Design Guide, Urban Street Design Guide, Urban Bikeway Design Guide; AASHTO’s Guide for the Development of Bicycle Facilities and Guide for the Planning, Design, and Operation of Pedestrian Facilities; TMUTCD; and relevant City/Capital Metro planning documents.
Knowledge of the transportation project development process and understanding of planning level cost estimates for transportation projects.
Knowledge of planning principles and ability to exercise sound engineering judgement.
Excellent team-working and problem-solving skills.
Excellent written and verbal skills to effectively communicate with internal and external stakeholders, including meetings and public events.
Ability to identify appropriate resources for the success of the Project Development Program.
Ability to act as the primary coordinator between the Project Development Program and other divisions and departments engaged in project development and project delivery.
Ability to act as a liaison between long-range planning and active development planning to ensure projects are implemented as planned.
Ability to prepare and review various planning documents, engineering plans, and reports.
Preferred Qualifications:
The ideal candidate will be an experienced professional engineer and manager with the following preferred qualifications:
Experience with corridor planning and transportation project development (feasibility studies, preliminary engineering, and environmental analysis) using internal and consultant resources.
Experience collaborating effectively with various stakeholders (private developments, community members, city departments, and external agencies).
Demonstrated management and leadership experience, exceptional negotiation skills, and strong presentation skills with the ability to convey complex information to staff, elected officials, boards and commissions and stakeholders.
Minimum Qualifications:
Education and/or Equivalent Experience:
Graduation with a bachelor’s degree from an accredited college or university with major course work in a field related to engineering, plus eight (8) years of engineering experience acquired before and/or after licensing as a professional engineer.
Licenses or Certifications:
Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.
