Are you ready to take your engineering career to the next level? We are currently seeking dynamic individuals to join our dedicated team in key management and technical roles within our department. Reporting directly to the Deputy Director of Engineering Services, the Principal Engineer and Senior Civil Engineer positions offer the chance to make a significant impact and operate with a high degree of autonomy.
The Principal Engineer is a management level position responsible for supervision and oversight of the Capital Management Section, consisting of three (3) Associate Engineers and four (4) Assistant Engineers (a total of seven staff members). The Principal Engineer will also be a key part of the Department's Leadership Team, helping to inform and guide Department strategic goals and decisions. We are looking for someone who is eager to manage our smart and ambitious team of engineers! The ideal candidate for this role will be well versed in a broad range of engineering skillsets, including but not limited to complex project and contract management, sound cost estimating strategies, creating economies of scale, understanding constructability, and strategic planning.
The Senior Civil Engineer is responsible for bringing a high level of technical expertise to compliment our talented Land Development Team. You will work alongside two (2) Associate Engineers, two (2) Assistant Engineers, two (2) Engineering Technicians, one (1) Supervising Public Works Inspector, one (1) Public Works Inspector I, and one (1) Public Works Inspector II. We are looking for someone to be a go to technical expert in all things Land Development and to assist us with identifying efficiencies to improve our process. The ideal candidate for this role will be well versed in the entitlement process, embodies a facilitation mindset, is constantly looking for ways to improve upon existing processes and asks “why?”, and is comfortable taking on large development grading, Water Quality Management Plans (WQMP), signage and striping, and street improvement plan checks.
Capital Management
The Capital Management Section is responsible for the preparation and implementation of the City’s Major Projects Program (MPP). This includes the design, construction, and installation of various public improvements throughout the City. Typical projects include street improvements, storm drain construction, railroad crossing improvements, and facility construction or upgrades. The Capital Management section also manages funding programs related to the implementation of the MPP and other operational functions including Measure I 2010-2040, State Gas Tax and Road Maintenance and Repair Funding, along with State and Federal grants.
Land Development & Public Works Inspection
This Section is responsible for engineering plan check related to private development projects, such as single-family home projects and commercial and industrial development projects, including but not limited to grading, WQMP, and street improvements. Staff is also responsible for the review and facilitation of development projects through the entitlement process, including the establishment of conditions of approval. The Section is also in charge of issuing permits and providing oversight through inspection for work occurring in the public right-of-way.

- Pavement Management Program Implementation – A city-wide assessment of pavement condition to be able to best plan for future CIP projects and improve our average Pavement Condition Index (PCI).
- Active Transportation Plan and Local Roadway Safety Plan Implementation – Two separate planning efforts to set the foundation for prioritizing future infrastructure projects for both the City’s CIP and future grant applications.
- Heritage Park Bridge Replacement – The combination and reconstruction of three bridges currently servicing pedestrians, equestrians, and vehicles into one bridge to serve all three modes.
- Large Scale Private Development Projects including the Resort Development, Etiwanda Heights, and Multiple Large-Scale Industrial Projects in the Southeast Quadrant of the City.
- General Plan Implementation – Reimagining of street cross-sections along our two largest corridors, and ensuring our vision is communicated to developers to achieve desired quality of life improvements for our community.
- Permitting and Plan-Checking Process Improvement – Help us continue to find efficiencies in our process to help facilitate development and work smarter.

You’ll be responsible for:

- As Principal Engineer, leading and managing a team of seven (7) to complete a variety of complex capital projects.
- As Senior Civil Engineer, being a technical expert and resource for the Land Development Section.
- Staying informed about required reporting for special funding sources, contract management and changes in codes, laws, or design techniques.
- Preparing and delivering reports to various policy making bodies and committees, including City Council.
- Working with other Departments, neighboring jurisdictions, and regional agencies to coordinate projects and grant applications to ensure the goals of the City are being met.
- As Principal Engineer, advising and coordinating on a variety of strategic planning and management matters as a part of the Department Leadership Team.
Principal Engineer
Education and/or Experience:
Bachelor's degree from an accredited four year college or university with a major in civil engineering or a closely related field and five years of progressively responsible professional experience in civil engineering or a related field, including work in a supervisory or lead capacity.
Knowledge, Skills and Abilities:
Civil engineering design, construction, and maintenance requirements for public works and private development projects; surveying, inspection, and construction practices; ordinances, codes, and regulations related to engineering projects; strength, and uses of construction materials; project management practices; budgeting practices; applicable federal and State laws and regulatory codes relevant to civil engineering design and construction; contract administration practices; supervisory methods and leadership techniques; customer service practices.
Manage and coordinate the work of professional, technical, and consulting personnel; interpret and apply laws, codes, regulations, policies, and procedures pertaining to assigned programs, projects, and functions; read and interpret engineering manuals, specifications, layouts, blueprints, and schematics; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; prepare engineering plans and specifications and administer contracts; prepare clear and concise reports and make public presentations; operate computer hardware and use word processing, spreadsheet, and related applications programs; communicate effectively, orally and in writing; establish and maintain effective working relations with staff, management, contractors, developers, architects, consultants, and the general public.
Senior Civil Engineer

Graduation from an accredited college with a Bachelor's degree in Civil Engineering and four years of progressively responsible professional experience, including experience in directing the work of others involved in engineering project activities or any combination of training and experience that provides the desired knowledge and abilities.
Knowledge, Skills and Abilities:
Knowledge of engineering principles, methods and practices; project development, design and construction; techniques for reviewing designs, plans, specifications, estimates, reports and recommendations; current trends and developments, literature, and sources of information regarding municipal engineering; related laws, ordinances, rules and regulations. Ability to plan and coordinate professional and sub-professional engineering work; interpret and apply related laws, ordinances, rules, regulations and policies; prepare and present reports; perform complex professional engineering work; communicate effectively both orally and in writing; establish and maintain cooperative working relationships.

Possession of a certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.
